Info: This fn sets how many times DOS should retry a file I/O attempt
on any shared file or device.

When a file is locked, an attempt to write to it will cause an
INT 24H critical error.  Before declaring the error, DOS will
retry the I/O 3 times, waiting for 1 "delay unit" between

Notes:   The count in CX specifies a number of arbitrary "delay units",
which depend on the speed of the CPU.  A "delay unit" is the
time it takes the CPU to LOOP 65536 times.  On 4.77 MHz PCs,
this equates to about 0.2 seconds.  On faster PCs, it can
represent less than 0.001 seconds.

  This is a global setting.  If you change it, you should restore
the defaults (CX=1, DX=3) before terminating your program.
